Police Officer Examination Scheduled for Fall 2017

05/03/17 - The City of Fulton will be announcing the examination for Police Officer which will be held in the Fall of 2017.  The last filing date for the exam will be announced when known.  Important information can be found at the Recruitment Link.  Applications and additional information are available at the Personnel/Civil Service Office, City of Fulton, Municipal Building, 141 S. Is there a residency requirement in order to take the exam?
Yes - candidates must be legal residents of Oswego County or one of the contiguous counties (Cayuga, Madison, Oneida, Onondaga, Lewis or Jefferson) for at least one month immediately preceding the date of the written examination.

Is there a fee to take the exam?
Yes - A non-refundable fee of $25 is required for each separately numbered examination for which you apply. 
 
What are the minimum qualifications?
You must be a high school graduate or possess your GED at time of appointment. You must be a United States citizen and possess a valid New York driver license at time of appointment.
 
What are the age requirements?
Candidates must be at least 19 years of age on or before the date of the examination in order to take the exam. Eligibility for appointment as a police officer begins when the candidate reaches age 20. Candidates who reach their 35th birthday on or before the date of written examination are not qualified except as follows: Candidates may have a period or military duty or terminal leave, up to six years as defined in Section 243(10-a) of the Military Law, deducted from their age for purposes of determining whether they meet the age requirement.

What about fitness standards?
There are three elements measured in the qualifying physical fitness test - they are muscular endurance, absolute strength and cardiovascular capacity. Details are available with the formal examination announcement.  Copies of the physical fitness and medical standards are available upon request at the Personnel/Civil Service Office.


Are there specific grooming standards?

Yes - The Fulton Police Department has established standards for grooming and appearance which are in keeping with the level of professionalism expected from members of the department.  All employees while on duty shall be well groomed and clean.  Clothes and shoes shall be clean and properly cared for and shall conform to department rules and regulations.  Certain body piercings and modifications that detract from a professional police image are prohibited.  These include any branding that is visible while wearing short sleeve duty uniform or any branding that is anywhere on the body, visible or not, that may have symbolic meanings that are inconsistent with the values of the City Fulton Police Department.  Also included are piercing holes large enough to permit light to shine through.


Are there limitations on tattoos?

Tattoos are not prohibited but are limited.  Tattoos cannot be visible above the open collar of a short sleeve uniform shirt or anywhere from the wrist bone to the tip of the fingers.  The sole exception shall e a single band tattoo of no more than 3/8" in width of one finger (wedding band).  Visible tattoos that can be seen while wearing the duty uniform consisting of a short sleeve open collar shirt will be limited to the following: lower arm tattoos, the lower arm consists of the area from two inches above the elbow to two inches above the wrist bone, shall consist of no more than a single tattoo which can be covered by the members had with the fingers extended and joined and the thumb flush against the side of the hand.  In addition to visibility some tattoos may have symbolic meanings that are inconsistent with the values of the City of Fulton Police Department.  Those tattoos regardless of where they are on the body, will be prohibited.  Examples include but are not limited to: drug related, gang related, extremist, obscene or indecent, sexist, or racist nature.


What is cross filing?
If you have applied for any other civil service examination to be given on the same test date for employment with New York State or any other local government jurisdiction excluding New York City, you can make arrangements to take all the examinations at one test site.  This allows you take the test once in one location and have the results be received by multiple agencies.  You must contact the Personnel Department of each jurisdiction where you want your score to be considered.  An application must be completed for each jurisdiction and a fee must be paid.


What else should I know?

A thorough background investigation will be completed which will include educational, past employment, military, family and friends among many other things.  Psychological and polygraph tests will also be given.
